Pilot Knob Restoration - Management &
Restoration Reports
Acquisition and restoration of Pilot Knob represents a historic
opportunity to protect a significant piece of Minnesota’s history and
restore some of the native prairie and savanna that has all but
disappeared from the landscape. This prominent hill is an important
religious site for the Dakota people, as well as a highly visible
landmark recognized by early European-American settlers. The site also
connects to significant natural areas and is a component of a major
migratory pathway for birds.

The Public Works garage is located at 2431 Lexington Avenue South in
Mendota Heights. The 10 members of this department service and maintain
67 miles of City streets, all City vehicles, 242 acres of parks, and
both sewer systems. In addition to snow plowing, street repairs, and
park maintenance, this department is also responsible for maintaining
a clean and functioning sanitary sewer system, mowing City boulevards
and having the streets swept in the spring
The Public Works street crew has four members and is responsible for
maintenance, repair, and snow plowing on 67miles of city streets and
113 cul de sacs. This crew performs routine maintenance, including seal
coating, patching, overlays and crack sealing. The streets crew is responsible
for operation and maintenance of all City roads. They are responsible
for maintenance, repair and snow plowing of local streets and cul-de-sacs.
They are also responsible for maintaining city streetlights, street
name and regulatory signs, storm sewer and ponding areas, pavement markings
and for tree trimming along the boulevards.
Street Sweeping
Mendota Heights streets are swept at least once a year to protect water
quality in ponds and lakes. When snow melts or it rains, water runoff
carries sand and leaves down the street and into storm sewer openings.
Once debris is in the storm sewer, it flows directly and untreated into
the City waterways. Sand and dirt lower lake levels, and decaying leaves
and grass clippings release nutrients that cause excess algae growth
and scum. Please protect our ponds and lakes: do not rake leaves and
grass clippings onto the streets.
The City contracts with a private firm to sweep all the
city streets one time each year, as early in the springtime as feasible.
Doing it at this time allows for homeowners to blow or rake their sand
back into the streets for pickup by the sweepers. The entire sweeping
process typically takes 3 -4 days to complete.
Snow Plowing Policy
The Public Works
Department clears city streets in accordance with a snow plowing policy
adopted in 2006. The primary goal of the policy is to restore mobility
to the city as quickly as possible under snowfall events. The Public
Works Superintendent will declare a snow emergency when a minimum of two
(2”) inches of snow is received or there is a high probability of a two
(2”) inch or more snowfall and will remain in effect until streets are
plowed full width.
The City of Mendota Heights Public Works Department urges residents
to be extremely cautious when snow removal and sanding operations are
underway. All vehicles should stay a minimum of 75 feet (four car
lengths) behind all maintenance units.
Property owners also have snow removal responsibilities. You must
clear your own driveways, and areas around newspaper tubes and trash
cans. These areas should be cleared without depositing any snow into the
street.
Many homeowners hire snowplowing services. If you use a service,
be sure to remind the operators that they must pile your snow on your
property. Many times in the past, services have pushed the snow across
the street to another person's property and left a window for the snow
to freeze in the street. This not only creates neighborhood friction and
driving difficulty, but it is also a violation of city ordinances and
could result in the issuance of a ticket.

Parking During
Snowfall
The
City has implemented a 2:00 A.M. to 6:00 A.M. on street “no parking”
ban. No vehicle shall be parked on any public street between the hours
of 2:00 A.M. and 6:00 A.M., between November 1st and March 31st.
The City will be actively enforcing the snow fall parking regulations
beginning with the first snowfall. This Ordinance prohibits parking on
City streets during a snowfall until the streets are cleared. The
Police Department and Public Works Supervisor will be citing and/or
towing all cars in violation of the Ordinance.

It is the
responsibility of homeowners to clear the snow from around your
mailboxes so that mail can be delivered. The city cannot accommodate
requests for city crews to remove snow that has been plowed around
mailboxes. The city will repair or replace any mailboxes that are hit
by city plows. If your mailbox is damaged, call City Hall and leave
your name, address, and phone number. Repairs will be done as quickly
as possible. If the post has been broken and the ground is frozen, city
crews will do a temporary repair in the winter. They will return in the
spring, when the ground has thawed, to install a new post.

The City's Public Works Department has a one member Utility Crew that
is supplemented with a summer helper. This employee operates and maintains
the City's sanitary sewer lines and lift stations. He is responsible
for providing a problem free sanitary sewer system, performs sanitary
sewer lift station maintenance, sanitary sewer main repair and sanitary
sewer hook up inspections. His activities and the fees charged by the
Metropolitan Council Environmental Services are supported by quarterly
sanitary sewer charges to residents and businesses in the City.

Sanitary Sewer Rates
Sanitary sewer rates are based on winter quarter water consumption.
Water usage during this quarter is the lowest of any quarter. The minimum
quarterly charge is $35.00 for the first 20 units of water used (100
cubic feet per unit). An additional $1.45 is charged for each additional
unit over 20. A storm sewer surcharge, which supports the costs for
maintaining storm water holding ponds and part of the cost of storm
water runoff projects, is charged on the quarterly sewer bill. The storm
sewer surcharge is $5.00 per quarter for residential units. Commercial,
industrial and institutional uses are charged based on the size of the
property.

Sanitary Sewer Bills
Sewer bills are based on the household's water consumption during the
preceding winter quarter, the season when water consumption is the lowest.
Homeowners are billed quarterly by the City of Mendota Heights for sewer
service. Questions about your utility bill can be answered by calling
Sandie Thone at City Hall at (651) 452-1850.
Automatic Bill Pay
Residents can now pay their quarterly sewer bills electronically. The
program is very simple. Download and complete the authorization form.

Electronic Payment Form. Return the form to City Hall, 1101 Victoria Curve, Mendota Heights,
Minnesota 55118 (Attention: Sandie). After you complete and return the
form to City Hall, your utility payment can be automatically withdrawn
from your bank account on the due date. Banking and government regulations
ensure these transactions are safe. If you find that this payment option
does not work for you, you can stop it at any time. Please feel free

Water Bills
The St. Paul Regional Water Services provides water to Mendota Heights.
St. Paul maintains the water lines and hydrants and bills its customers
directly. You can contact St. Paul Water at (651)266-6350 for information
regarding service and billings. A two million gallon water tower, located
on South Lexington Avenue next to the City's Public Works Facility provides
reserve water capacity. The water tower is owned by the City of Mendota
Heights.
Sewer Bills - Changing Accounts
If you are a new homeowner, you need to change the sewer
service account from the former owner's name to yours. To do this,
please call Sandie Thone, Utility
Billing Clerk, at (651)452-1850.
Sewer and Water Emergencies
If you have a problem with your sewer line, contact Public Works at
(651) 454-4059 between 7:00 am and 3:30 pm. Outside of those hours,
you can report an emergency to the West St. Paul Dispatcher at (651)
450-1111 and they will contact one of the City's Public Works employees
to resolve the problem. If you notice water in the street that could
be from a water main break, please call the St. Paul Regional Water
Services dispatcher at (651) 917-4777.
If wastewater is backing up and no water is being used
in your building, the City sewer may be plugged and you should call
the City immediately. When in doubt, call the City first. During normal
business hours, call the Public Works Department at (651) 454-4059.
After hours, call the West St. Paul Dispatch at (651) 450-1111.
If wastewater is backing up only when you are using water,
the plug is likely in the service line and is the responsibility of
the property owner. A qualified sewer cleaning contractor should be
called to service the line.
The property owner is responsible for maintaining the
sanitary sewer service from their building up to and including the connection
to the main sewer line.
The Public Works Department also includes an Engineering Department
to provide all engineering services for the City at the direction of
the City Council. The Engineering Department is responsible for producing
the construction plans and specifications for all public improvement
and specifications, bidding processes, inspection and assessment roll
preparation. The Engineering Enterprise also maintains good public relations
by answering questions regarding engineering matters for the general
public, developers and other public agencies. The department establishes
design and maintenance standards, and provides technical counsel to
the City Administrator, City Council, Planning and Park Commissions.
The Engineering Department also works with the City Planner to assure
that well-planned and coordinated programs are being followed.
Parks
The Public Works Department has a three person crew, supplemented
by part time summer help, that maintains all of the City's parks, trails
and amenities.
Tree Trimming
The trimming of boulevard trees is necessary for attractive trees and
reduces tree damage during storms. Trimming also promotes healthy growth
and provides unobstructed views in the right of way. Requests to trim
boulevard trees can be made to (651) 454-4059. Tree trimming is done
as time permits between street maintenance activities and snow removal.
Most boulevard tree trimming is scheduled to be done during the winter
months.
Tree branches that are touching public electrical service
lines may be trimmed by Xcel Energy. Call Xcel Customer Service at 1-800-895-1999
Monday-Friday 7:00 AM to 7:00 PM for details and scheduling.
Grass and Weeds
Tall grass and weeds, in excess of 12 inches must be cut as a matter
of routine property maintenance. Property owners are required to cut
the right of way to the curb line to the streets. This will improve
the appearance of the property. For more information, please call City
